Responsibilities

Chelmsford City Council are recruiting a Building Control Officer to work within our Building Control Services Team.

The Building Control Officer will work as part of a team responsible for assisting in the enforcement of the Building Regulations. Responsibilities include assessing plans for compliance with the Building Regulations and undertaking site visits to inspect building works under construction as well as keeping accurate records relating to all decisions made. The successful applicant will also provide advice to construction professionals, building owners and members of the public.

Further responsibilities include dealing with and keeping records of unauthorised building work in contravention of the Building Regulations and dealing with reversion of works due to the cancellation of Initial Notices.

To be successful for the Building Control Officer vacancy, you must have a relevant qualification, such as a degree qualification or similar in a subject such as Building Surveying or Building Control and a sound knowledge of the relevant provisions in The Building Act 1984, The Building Safety Act 2022, Building Regulations 2010 and associated Approved Documents. You should have full or associate membership for a relevant professional body such as the RICS, CABE or CIOB. In addition, you will be registered with the Building Safety Regulator as a Class 2 Registered Building Inspector or in the process of undertaking a competency validation with one of the accepted accreditors, (i.e. BSCF, CABE BICAS or Total Training)

The ideal applicant will have an excellent knowledge of construction technology and the building process as well possessing excellent verbal and written communication skills, IT literacy skills and possess a full driving licence with access to a vehicle.

Essential qualifications/skills
Appropriate Building Technology qualification and either full membership, or working to achieve full membership, of MRICS, MCABE or MCIOB
Evidence of meeting obligations for Continuing Professional Development as required by RICS, CABE, CIOB

Registered (or actively working towards registration) with the Building Safety Regulator as a class 2 Building Inspector.

Knowledge of current Building Regulations, Approved Documents and allied legislation in order to carry out plan vetting and site inspections
Knowledge of Building Act 1984, Building Safety Act 2022 and
Building Law (Party Wall Act, Equality Act Planning etc.) with respect to its interaction with the Building Regulations in order to carry out plan vetting, site inspections and enforcement of the Building Regulations.
Good IT literacy and skills and using a variety of IT systems and data management systems.
Experience in checking deposited plans for compliance with the Building Regulations and carrying out site inspections of building works in progress to ensure compliance with the Building Regulations.
Preparing letters and written reports and possessing excellent written communication skills
Conducting meetings with architects, contractors to resolve issues of non-compliance of the Building Regulations and provide pre-application advice. Possessing excellent oral communication skills.
Manage time and prioritise work effectively and a flexible approach to changing working practices. The ability to work under pressure and to tight statutory deadlines. Flexible approach to working hours.
Ability to carry out site inspections alone and to work with minimum supervision.
Full driving licence and use of car for business
