Our Building Control service is going from strength to strength, and we are now looking to recruit a permanent Trainee/Assistant/Area Building Control Surveyor to join the team. Have you got experience in construction and development, are you are interested in starting a career in Building Control? Then this is the role for you. It is an exciting time to be involved in Building Control, our industry is changing and we need people who are willing to be part of that future.

We are looking for a positive, performance-focused, forward-thinking individual with excellent ICT skills to become a part of our busy Building Control team. The successful candidate will undertake a variety of Building Control duties including plan checking, site inspections, enforcement, dangerous structures, and other building surveying duties.. We will provide an environment where you can stretch yourself and gain experience. Excellent interpersonal skills and a willingness to learn are required, along with knowledge and understanding of construction and awareness of the Building Safety Act, the Building Act, Building Regulations, and associated legislation.

Dependent on experience the successful candidate may be required to participate in the outof-hours dangerous structure call out rota system.

Responsibilities

Job Purpose and Work Objectives – Band 7 – Pre-registration (Class 1)

  • To deliver excellent customer service within Building Control 
  • Keep up to date with relevant legislation embedded in your professional practice. 
  • To support the service to maintain and improve its market share. 
  • To comply with safe systems of work 
  • To meet the service's professional development and CPD plans/requirements 
  • Use the specialist technology systems such as GIS and client management systems. • Implement a personal development plan the leads to registration with the BSR at Class 2A.

Band 7

  • To provide simple Building Control services, including initial customer advice, maintaining accurate records, and supporting straightforward plan checks and site inspections under the guidance or supervision of registered Building Control professionals.
  • Understand the business and service plans and ensure practice supports these aims.
  • To provide research or information to support the development of policy and procedure for the Building Control Service
  • To plan and manage simple projects & support complex projects.

Service Specific Responsibilities 

Band 7

  • Under guidance from the senior team members check simple Building Regulation applications, prepare simple fire plans, give simple guidance, undertake simple consultations with both internal and external bodies and issue decisions within time limits.
  • With guidance from senior team members undertake simple site inspections in accordance with statutory requirements, clients’ requests and service level agreements and to escalate subsequent conflict that may subsequently arise.
  • Check and maintain accurate records in relation to all building control activity.
  • With guidance from senior team members, to undertake simple investigations of breaches of Building Regulations and associated legislation, take appropriate action in accordance with Council policy, collate evidence, prepare reports and appear in court as necessary.
  • To learn from and support senior team members determine dangerous structures and take appropriate action.
  • With guidance from senior team members provide information and guidance to members, officers, the public and other groups on Building Regulations and other community liaison issues and provide reports where necessary.

Job Purpose and Work Objectives – Band 8 and 9 – Post-registration (Class 2A-2F)

  • To provide unsupervised Building Control professional services in accordance with registration classification
  • To use a risk-based assessment of building projects 
  • To engage with the business and service planning process and ensure practice supports these aims. 
  • To support the development of policy and procedures relevant to a professional Building Control Service. 
  • To comply with safe systems of work. 
  • To plan and manage projects. 
  • To provide mentoring and supervision to junior staff relevant to their registration class.

Band 9

  • As band 8 but also including. 
  • To provide expert Building Control professional services in accordance with registration classification. 
  • To identify and report current and emerging risks whilst using a risk-based assessment of building projects. 
  • To support the development of more junior staff and trainees. 
  • To provide mentoring and supervision to junior staff relevant to their registration class. 
  • To understand and contribute the business and service planning process and ensure practice supports these aims. 
  • To develop policy and procedures relevant to the professional Building Control Service. 
  • To support the development of safe systems of work where relevant. 
  • To plan and manage significant projects

Service Specific Responsibilities

  • Work in accordance with the Code of Conduct for Registered Building Inspectors. 
  • To check Building Regulation applications, prepare fire plans, give guidance, undertake consultations with both internal and external bodies and issue decisions within statutory time limits and service standards. 
  • To undertake site inspections in accordance with statutory requirements, client’s requests and service level agreements and to manage any subsequent conflict that may arise. Check and maintain accurate records in relation to all building control activity. 
  • Use the specialist technology systems such as GIS and client management systems. 
  • To determine dangerous structures and take appropriate action during working hours as well as provide cover for out of hours work on a rota basis. 
  • To inspect buildings intended to be demolished in accordance with agreed Council policies. 
  • To provide information and guidance to members, officers, the public and other groups on Building Regulations and other community liaison issues and provide reports where necessary. 
  • To help identify and assist on matters of continuous improvement within the Service

Band 8

  • Undertake all service specific responsibilities listed above and also; 
  • To investigate and consider contraventions of the Building Regulations and associated legislation and to make recommendations regarding legal proceedings, including appearing in court as a professional witness on behalf of the Council. 
  • To assist with training of new or less experienced staff including supervision of other staff registered as level Class 1 Building Control Surveyors in accordance with the needs of the business and the Building Safety Regulators Operational Standards Rules. 
  • To undertake investigations of breaches of Building Regulations and associated legislation, take appropriate action in accordance with Council policy, collate evidence, prepare reports and appear in court as necessary.

Band 9

  • Undertake all service specific responsibilities listed above and also; 
  • Within the limits of competence, support and supervise Class 1 and Class 2A Registered Building Inspectors in accordance with the management framework including, where agreed, the delegation of plan checking, site inspections and other duties.

Essential qualifications/skills
NVQ level 2 in literacy & numeracy or 5 GCSEs at Grade C or above, in English, Maths, a Science (preferably Physics or Chemistry).

Be prepared to apply andobtain Class 1 Registered Building Inspector status through the Building Safety Regulator within the agreed time frame.

Working towards or educated to degree level in a relevant subject such as Building Control, Building Surveying, Construction, Structural Engineering and/or be able to demonstrate learning at an equivalent level.
