A position has arisen in the Building Control Section for a Principal Building Control Officer.

We are looking for a highly competent Principal Building Control Officer and practitioner to provide high quality leadership to the team.

Bridgend County Borough Council Building Control team has a fine reputation throughout the Construction community and you will be able to maintain and enhance this reputation.

This challenging and varied role will require an in depth understanding and knowledge of the all aspects relating to the management of building works being undertaken by construction firms and other bodies in the County Borough.

The post is integral to the implementation of Building Regulations as it affects Bridgend County Borough Council.

Building Control is an important fee earning and statutory service provided by BCBC in the face of growing competition from Approved Inspectors. 

The significant fee earning potential for a building control service is important to offset the other non-fee-earning work such as dangerous structures.

The Principal Building Control Officer has a key role in attracting and retaining clients.  The post will also need to provide the expertise to process large commercial/industrial building regulations approval applications, organising and chairing pre-submission meetings between all interested parties.  Knowledge of and experience in working with documents relevant to major applications will be essential.

You will be line managing a team of six staff including an apprentice who has been appointed in a trainee Building Control Surveyor role.

Responsibilities

To oversee the day-to-day operational matters within the team including:

  • Processing all building regulation applications and ensuring speedy determination under delegated powers including all matters of vetting, planning and inspection under the Building Control Regulations, Building Acts and allied legislation.
  • Implementing legislation as it affects Building Control under the following:

1. Housing Acts

2. Safety at Sports Grounds

3. The Mid Glamorgan Act

4. Local Government (Miscellaneous Provisions) Acts

5. Building Act 1984.

  • Checking and signing outgoing correspondence.
  • Line management responsibility for the Building Control Team.
  • To process commercial and domestic building regulation applications.
  • To deal with all aspects of dangerous structures in the County Borough including Sections 77 & 78 Notices.
  • To support the Building Control Team Leader to maintain and enhance building control records and statistical information, and to produce national and local performance indicators.
  • To deal with notifications of demolition, and the serving of appropriate notices with regard to dangerous structures and drainage problems.
  • To regulate unauthorised building works and to take appropriate action as necessary.
  • To carry out inspections of reported inadequate drainage problems and serve the appropriate notice.
  • To advise in respect of relaxation/ dispensation of the building regulations in certain circumstances.
  • To implement the current legislation in respect of fees for the building control service and tender for building control work.
  • To maintain an awareness and understanding of legislation and legal precedents as they relate to building control issues.
  • To prepare statements and present evidence at hearings, inquiries and court proceedings on building control matters.
  • To deputise for the Team Leader as and when required.
Essential qualifications/skills
Hold an appropriate degree and be a Member of the Royal Institute of Chartered Surveyors (MRICS), or equivalent
Significant experience of building control process and procedure at a senior level
Broad knowledge of relevant statutory and legislative requirements in relation to BC
Experience of supervising and mentoring staff
Strong communication and negotiation skills with an ability to communicate clearly and concisely with members of the public, elected members and officers and effectively demonstrate a commitment to customer care
Able to work effectively as part of a team and able to support junior colleagues as a point of reference on building control related issues
Able to work under pressure with minimum supervision and to demonstrate good organisational skills including the setting of priorities in order to meet exacting deadlines
Full driving licence and access to a vehicle
Desirable qualifications/skills
Able to demonstrate continuing professional development within the Building Control field
Experience of cross-service or multi-disciplinary working in a local authority environment
Strong IT skills with proven experience in the use of information technology/back office systems to support service provision
Demonstrate a commitment to improving service delivery and performance management
Understand the use of qualitative measures to enhance service provision
The ability to communicate through the medium of Welsh
